WP Objectives

This Work Package defines a strategy and coordination structures to ensure sustainability for Euro-VO, taking into account the input from the other working groups, in close collaboration with the Astronet ERA-NET.

Description of Work

This Work Package is managed by the WP lead, CNRS.

  • Task 5.1: Co-ordination with Astronet. Co-ordination with Astronet will be sought for all the project activities, but particularly for this Work Package since interaction with the funding agencies is an essential element of the development of strategies and coordination structures.
  • Task 5.2: Analysis of the different aspects of participation in the VObs and of sustainability.
  • Task 5.3: Production of the final report.

This Work Package is managed by the WP lead, CNRS, assisted by the Sustainability Study Group. All partners will participate actively in the study with staff at the level necessary to participate in the analyses, draw the conclusions and manage the ‘political’ discussions with Astronet and funding authorities. The documents produced by WP5 will be discussed with Astronet (Task 5.1) and with the ESFRI projects E-ELT, CTA and SKA.

    • A meeting will be organised shortly after the start of the project (M2, Month 2) with relevant Astronet representatives to agree on interfaces between CoSADIE and Astronet and set up the common parts of the work programme.
    • A meeting will be organised before the end of the project (M26, Month 21) with relevant Astronet representatives to discuss requirements and possible governance and funding models.
  • Task 5.2: Analysis of the different aspects of participation in the VObs and of sustainability. Several analyses will be performed in Task 5.2, the specific analysis of sustainability of education activities being performed by Task 4.2. Their conclusion will be included in the Report on Euro-VO sustainability (D5.2). The preliminary findings will be summarised in the Intermediate report D5.1. The different topics to be analysed in Task 5.2 are:
    • Analysis of the different levels of usage and contribution to the VObs. This task will analyse the respective contributions of the European and national levels to the VObs infrastructure, and define the different types of participation, some countries and Agencies being likely involved only through the usage of the VObs by their scientific communities, some being also providers in charge of data centres, and others being contributors to the technical framework, in the development of interoperability standards and/or publishing toolkits and/or access tools and portals.
    • Analysis of the options for the governance framework. A review of the governance options for Euro-VO will be conducted. The suitability and feasibility of the various options to the requirements of this particular project will be assessed with respect to the requirements from users and providers and for ensuring technical sustainability, and to the input of the funding agencies, and discussed to reach consensus.
    • Identification and estimates of costs. The costs elements associated to the different aspects of a sustainable VObs will be identified, and a list of items important for cost calculations will be established, using input from WP2, WP3 and WP4. This includes the costs linked to dissemination in the European scientific and data centre community at large, including the cost of maintenance of the Euro-VO web site; the cost of maintenance and upgrade of the technical framework and of key elements such as the registry of resources; and the costs linked to international collaboration. It is likely that the cost of the establishment of the data archives themselves will be considered to be out of the scope of this study, since the VObs layer which is set up on top of this infrastructure. That cost is rather relevant to the Astronet picture of the European astronomical infrastructure. But a global picture will be established as far as possible. The costs relevant to the different funding levels (European, national, Agencies …) will also be identified.
    • Identification of risks. A comprehensive assessment of risks associated to the different aspects of a sustainable VObs and of mitigation measures will be undertaken. The impact of the organisational framework on the quality of the services and of international collaboration will be examined and issues identified will be assessed.
  • Task 5.3: Production of the final report. The input from the other tasks will be used to produce the Final Report on Euro-VO sustainability (D5.2), which will be discussed with Astronet before delivery. An Intermediate Report on Euro-VO Sustainability (D5.1) will gather the findings of the first year of the project.
